2022 MILLAGE RENEWAL ELECTION - NOVEMBER 8, 2022

On November 8, 2022, voters in Caddo Parish will be asked to decide whether or not to renew existing millages and approve a proposition that supports parish-wide operations and services that the Parish provides to its citizens.


What is a millage?
A millage is a means of assessing a property tax.  1 mill is equal to one-tenth of a cent.  

It is important to note that the millages up for renewal and the bond proposition in this election are NOT new or increased tax rates. They are a continuation of what is already in place.


MILLAGE RENEWALS AND BOND INITIATIVES
ON THE NOVEMBER 8 BALLOT:

Proposition #3 – Detention Facilities Renewal – 5.52 Mills

 

Shall Caddo Parish, Louisiana (the "Parish") be authorized to continue to levy a special tax of 5.52 mills on all property subject to taxation in Caddo Parish (an estimated $10,276,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2024 and ending with the year 2033 (the "Tax"), with (i) 5.10 mills dedicated to maintaining, equipping and operating Parish Detention Facilities and (ii) 0.42 mills dedicated to the payment of mandated costs of the Criminal Justice System?

Proposition #4 – Public Works Renewal – 5.96 Mills

 

Shall Caddo Parish, Louisiana (the "Parish"), be authorized to continue to levy a special tax of 5.96 mills on all property subject to taxation in Caddo Parish (an estimated $11,096,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2024 and ending with the year 2033 (the "Tax"), for the purpose of maintaining, operating and repairing roadways, bridges, garbage disposal and industrial waste facilities, surface water drains and drainage facilities and payment of mandated costs of the Criminal Justice System?

Proposition #5 – Public Health Renewal – 1.30 Mills


Shall Caddo Parish, Louisiana (the "Parish"), be authorized to continue to levy a special tax of 1.30 mills on all property subject to taxation in Caddo Parish (an estimated $2,421,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2024 and ending with the year 2033 (the "Tax"), with (i) 1.09 mills dedicated to maintaining and operating public health units, mosquito and rodent control units, and animal control facilities throughout the whole of Caddo Parish, Louisiana and (ii) 0.21 mills dedicated to the payment of mandated costs of the Criminal Justice System?

Proposition #6 – Bond Initiative – 1.50 mills


Shall Caddo Parish, Louisiana (the "Parish"), incur debt and issue bonds not exceeding $20,000,000, in one or more series, to run not exceeding 20 years from the date thereof, with interest at a rate not exceeding 8% per annum, for the purpose of the expansion and renovation of the Walter B. Jacobs Nature Park and other capital improvements, together with acquiring all necessary land, equipment and furnishings, which bonds will be general obligations of the Parish and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974 and statutory authority supplemental thereto, with no estimated increase in the millage rate to be levied in the first year of issue above the 1.50 mills currently being levied to pay General Obligation Bonds of the Parish?
